Huye: Highlighting the Importance of Effective Planning and Implementation of Development Targets

Huye District, in collaboration with Never Again Rwanda, reiterated the crucial role of planning and implementing development targets, known locally as “imihigo,” and the overall strategic planning required for effective district development.

Kagabo Joseph, the advisor in Huye District, stressed the importance for leaders to fully utilize the benefits of government-funded infrastructure projects while encouraging community involvement. “Leaders must focus on optimizing the use of infrastructure provided by the government and actively engage citizens in the projects that impact them,” Kagabo stated.

Jean D’Amour Ntakirutimana from Gishamvu Sector highlighted the need for a systematic approach to inform residents about which projects from their submitted ideas will be implemented and which will not. “We need a clear process to notify citizens about which projects are selected for implementation and which are not. This transparency will help them better prepare their ideas for future projects and address any challenges,” Ntakirutimana explained.

Usanase Solange from Karama Sector advocated for the presentation of development targets in local languages instead of foreign ones. “Delivering targets in our local languages will help residents in understanding and effectively implementing them. It is crucial for conveying the district’s vision and ensuring clear communication with the community,”Usanase said.

Additionally, Umurazawase Cecile, from the Health for Community Development organization, emphasized the importance of regularly reminding council members about development plans and targets. “It is essential that council members are consistently updated about the development plans and targets. Some individuals may not be aware of these plans when they are introduced, and they should be well-informed beforehand to effectively contribute and prepare for the targets,” Umurazawase noted.

The meeting underscored the significance of clear communication, effective community engagement, and the use of local languages in planning and implementing development initiatives. By ensuring transparent updates and utilizing local languages, Huye District aims to enhance participation and achieve its development goals more effectively.
